Public Access to Information
In the State of Kentucky, laws exist to ensure that
government is open and accessible to citizens. This means that the
public has a right to access appropriate records and information
possessed by state government. At the same time, there are
exceptions to the public's right to access public records that
serve various public policy objectives and needs, including the
privacy of individuals. Both state and federal laws provide
exceptions.

public record that may be subject to inspection and copying by
members of the public, unless an exemption or other protection in
the law exists. KRS
61.872 states that:
(1) All public records shall be open for inspection
by any person, except as otherwise provided by KRS 61.870 to
61.884, and suitable facilities shall be made available by each
public agency for the exercise of this right. No person shall
remove original copies of public records from the offices of any
public agency without the written permission of the official
custodian of the record.
(2) Any person shall have the right
to inspect public records. The official custodian may require
written application, signed by the applicant and with his name
printed legibly on the application, describing the records to be
inspected. The application shall be hand delivered, mailed, or sent
via facsimile to the public agency.
In the event of a conflict between this Internet Privacy
Notice and the Open Records Law or other law governing the agency's
