CALL TO ORDER

Mayor Solomon called the Special Meeting to order at 6:00 PM.

PLEDGE OF ALLEGIANCE
Mayor Solomon led all attendees in the Pledge of Allegiance.

ROLL CALL

A quorum was present, and a roll call was taken. Mayor Larry Solomon,

Commissioner John Mefford, Commissioner Doug Bine, Commissioner George Eldridge, and Commissioner Kim Tuyn.

BUDGET WORKSHOP

Fiscal Year 2026-2027 Budget Workshop
City Administrator (CAO)Amy Safran presented the proposed Fiscal Year 2026/2027 budget and asked for discussion.

Personnel salaries increases and benefits discussion will be continued at the next regular commission meeting.

Maintenance for Union Town Square will be paid out of the city growth account, which is funded by occupational taxes.

Once Union Town Square is complete the city growth account will be absorbed into the general fund account.

One hundred thousand dollars will be taken from the Municipal Road Aid fund before spending any general funds to cover the cost of snow and ice removal.

There was also discussion about purchasing a second city vehicle for the Public Works Department and city staff to use for city business.

Attorney Voss will prepare Ordinance for 2026-2027 Fiscal Year budget.

LEGISLATION/ATTORNEY’S REPORT

ORDINANCE NO. 2026-06 AN ORDINANCE SETTING THE COMPENSATION FOR MAYOR AND CITY COMMISSIONERS FOR THE CITY OF UNION, KENTUCKY (FIRST READING)

Mayor Solomon proposed an increase for Mayor and Commissioner compensation based on salaries for elected officials in other cities comparable in size to Union. The average Commissioner salary for cities comparable in size to Union is $9,085. The last time a salary increase was approved for elected officials was in May of 2022 and took effect January 1, 2023.

Commissioner Mefford agreed to an increase in salaries but at a lower percentage.

Commissioner Bine did not agree to an increase in salaries for the elected officials.

Commissioner Eldridge agreed to an increase in salaries for the elected officials.

Commissioner Tuyn agreed to an increase in salaries for the elected officials.

The current salary for Mayor is $6,000 a year and the proposed salary is $9,000 a year. The current salary for Commissioner is $5,400 a year and the proposed salary is $8,100 a year.

Any salary increase would not take effect until January 1, 2027.

ANNOUNCEMENTS

Mayor Solomon announced there will be a Regular Commission meeting Monday May 4, 2026, at 6:00 PM. Mayor Solomon also stated the next Caucus/Commission meeting will be held on Monday May 18, 2026, at 6:00 PM; both meetings will be at the city building 1843 Bristow Drive Union, Kentucky.

Mayor Solomon asked for a motion to adjourn. Commissioner Mefford made a motion, and Commissioner Bine seconded that motion. The meeting adjourned at 7:50 PM.
