CALL TO ORDER

Mayor Solomon called the Caucus Meeting to order at 6:00 PM.

PLEDGE OF ALLEGIANCE
Mayor Solomon led all attendees in the Pledge of Allegiance.

ROLL CALL

A quorum was present, and a roll call was taken. Mayor Larry Solomon, Commissioner
Doug Bine, Commissioner George Eldridge, and Commissioner Kimberly Tuyn. Commissioner John Mefford was absent.

MAYOR’S COMMENTS
Mayor Solomon mentioned that Penn Station had their ribbon cutting ceremony on Saturday June 13, 2026.

Mayor Solomon mentioned that The Christ Hospital is planning to have a groundbreaking ceremony in the near future.

Mayor Solomon mentioned that he heard from Jake Rouse, one of the owners of Braxton Brewery, and was informed that the resident on Braxton Drive continues to report that the noise from the brewery is an issue. Mayor Solomon mentioned that further investigation is needed to determine a resolve to the complaint.

Mayor Solomon mentioned that CAO Safran, PWD Kremer, and Attorney Voss continue to work on an updated Nuisance Ordinance, they will be meeting with both the Boone County Sheriff Department and Union Fire District and will have updated information at the July 6, Commission meeting.

Mayor Solomon mentioned there will be a developer presenting a proposed project for the former IGA property on Old Union Road at the July 20, 2026, Caucus meeting.

DISCUSSION

Union Town Square Updates
City Administrator Amy Safran mentioned that the Commission was provided a copy of payment application number ten for review. The payment was made to Mark Spaulding Construction Company after all documents were submitted, reviewed, and approved by Summit Architects + Engineers.  

CAO Safran mentioned there will be 20-foot light poles placed throughout the entire Union Town Square Park and in front of the city building.  The current specification for the concrete bases of the light poles is three-foot; they will be above ground and visible. She mentioned that the question arose as to whether the city Commission would want the bases lowered to four or six inches above ground, this will not only help with lawn maintenance but also the aesthetics of the park.

Summit Architects + Engineers and Mark Spaulding Construction Company is compiling information and a cost to lower the base of the poles in case the Commission decides to make the change.

Public Works Director Paul Kremer mentioned that there will be approximately fifty-three poles installed at Union Town Square.

There will be further discussion regarding the light poles at the July 6, Commission meeting.

PWD Kremer mentioned that the construction on Brilliance Avenue West extension should begin within the week.

Union Town Plan Update
Commissioner Tuyn mentioned that the Union Town Plan draft has been posted on both the City of Union and Boone County’s websites starting June 1, 2026, and will remain posted through June 30, 2026. She mentioned that the city will have a survey available at the 250th Boone County celebration and Union Celebrates America events to obtain more specific feedback. There will be an open house scheduled as the final round of feedback. The date for the open house has not yet been determined.

Municipal Orders

MUNICIPAL ORDER NO. 2026-14 A MUNICIPAL ORDER REAPPOINTING KAREN O’SULLIVAN TO SERVE ON THE BOARD OF ADJUSTMENT ON BEHALF OF THE CITIZENS OF THE CITY OF UNION, KENTUCKY

Attorney Greg Voss mentioned that Karen O’Sullivan was reappointed to serve on the Board of Adjustment for a two-year term by passing Municipal Order 2026-13 at the June 1, 2026, Commission meeting. He mentioned that due to an error in the length of term of appointment was incorrect and this order hereby corrects the error. Municipal Order 2026-14 changes the two-year term to a four-year term.

Mayor Solomon asked for a motion to approve Municipal Order No. 2026-14. Commissioner Eldridge made a motion and Commissioner Tuyn seconded the motion. Motion approved 4-0

MUNICIPAL ORDER NO. 2026-15 AN ORDER OF THE CITY COMMISSION OF THE CITY OF UNION, KENTUCKY, AUTHORIZING THE EXECUTION AND DELIVERY OF A RECOGNITION AND ATTORNMENT AGREEMENT AND ACKNOWLEDGEMENT OF LEASEHOLD MORTGAGE TO EFFECTUATE THE EXTENSION OF A COMMERCIAL LOAN BY LCNB NATIONAL BANK TO UNION PROMENADE GATEWAY NORTH, LLC, UNION PROMENADE GATEWAY SOUTH, LLC, AND UNION PROMENADE LOT 10, LLC.

Before reading Municipal Orders 2026-15, and 2026-16 Attorney Donnie Warner explained the purpose of the orders. He explained that lenders for owners of two separate lots in the Union Promenade who are obtaining commercial loans are requiring the City of Union to enter into a recognition agreement because the city owns the ground and is leasing it under the Industrial Revenue Bond (IRB) structure to these business owners. The lenders want this agreement in place so that if their borrower does something that is a default under the lease, they could step in and cure the default on behalf of their borrower. This does not create any additional liability for the city.

Mayor Solomon asked for a motion to approve Municipal Order No. 2026-15. Commissioner Tuyn made a motion and Commissioner Eldridge seconded the motion. Motion approved 4-0

MUNICIPAL ORDER NO. 2026-16 AN ORDER OF THE CITY COMMISSION OF THE CITY OF UNION, KENTUCKY, AUTHORIZING THE EXECUTION AND DELIVERY OF A RECOGNITION AND ATTORNMENT AGREEMENT AND ACKNOWLEDGEMENT OF LEASEHOLD MORTGAGE TO EFFECTUATE THE EXTENSION OF A COMMERCIAL LOAN BY REPUBLIC BANK & TRUST COMPANY TO 9148 UNION LLC.

Mayor Solomon asked for a motion to approve Municipal Order No. 2026-16. Commissioner Bine made a motion and Commissioner Eldridge seconded the motion. Motion approved 4-0

Ordinances

ORDINANCE 2026-08 AN ORDINANCE ADOPTING AND ENACTING THE COMPREHENSIVE PAY PLAN FOR THE NON-ELECTED CITY OFFICERS AND EMPLOYEES OF THE CITY OF UNION, KENTUCKY, IN ACCORDANCE WITH KRS 83A.070 (2) (FIRST READING)

Attorney Greg Voss explained the purpose for increasing the salary ranges for city staff is to keep up with salary ranges across the country, especially in city government. This does not mean salary increases will be made, it only gives the city the ability to do so.

Mayor Solomon mentioned that by having a salary range it eliminates the need to pass an ordinance whenever the city hires a new employee if the offered salary is within the salary range.

ORDINANCE NO. 2026-09 AN ORDINANCE RENEWING THE FRANCHISE AGREEMENT WITH DUKE ENERGY THAT WAS ESTABLISHED BY CITY OF UNION ORDINANCE NO. 2023-09

ANNOUNCEMENTS
Mayor Solomon announced there will be a Regular Commission meeting on Monday, July 6, 2026, at 6:00 PM. Mayor Solomon also stated the next Caucus/Commission meeting will be held on Monday July 20, 2026, at 6:00 PM; both meetings will be at the city building 1843 Bristow Drive Union, Kentucky.

Mayor Solomon asked for a motion to adjourn. Commissioner Eldridge made a motion, and Commissioner Bine seconded the motion. The meeting adjourned at 6:23 PM.
